Don’t create scapegoats: Enforce wage laws for all
As Iowa families in the fight for the round were justified and feel threatened when they saw what was once good jobs to countries with low labour costs, Sweatshop work.
In industries across the country, workers are not them, the wages due to the minimum wage set by the laws and overtime. Earlier this decade, a US Department of Labor report notes that 60 percent of nursing homes in the United States systematically violated overtime, minimum wages or child labour law. Other studies have similar levels of injury in the clothing industry and restaurants.
In Iowa, the minimum wage and overtime are some of the weakest laws for the implementation of the provisions in each state in the country. Sanctions are generally not longer stand to say that the employers to pay what they originally owed to their employees. Given that the action is too expensive, and thus likely to lean back, but few can afford staff to monitor calls. Given that civil penalties are so low, the state is not enough for an intense and continuous implementation.
The legislature, the Senate Iowa in 3286 SSA were set up real teeth in the Iowa’s wage and hours laws. The bill would increase penalties for violations of civil law, they need to pay damages of law up to two times the amount of unpaid wages and better protection of workers who complain of illegal retaliation.
There would also be the extra protection for workers through prevention, there is a misunderstood as “independent” and therefore stripped basic labour rights. Constituents ASS 3286, the incentives to eliminate sweatshops in Iowa.
Of course, there are other, less efficient “solutions” on the table. Given that many employees in sweatshops are not documented immigrants, some suggest to punish them for accepting jobs in the first place. But it would be difficult to eliminate sweatshops. Most distressing illegal workers in good working conditions for citizens or legal residents. Documenting punishment, employees not to increase wages or improved conditions for legal entry of workers. That would be the worst thing, besides the problem underground, instead of eliminating them.
If, Iowa, in order to ensure that all employers have paid a salary honest, the attraction of hiring non-documented immigrants would diminish considerably. Each parameter undokumentierter immigrants would then be legitimate to the cause of bottlenecks in the supply of labour and not employers with undocumented workers to undermine the wages for the rest of the work force.
The success of this approach was in other countries. In mid-1980, California began cracking down aggressively on wages, the right violated. Wage standards were designed to inform employees about the status of the district and the city of Los Angeles distracted a million immigrants in other cities between 1980 and 2000. How UCLA Professor Ivan Lighty documented in his 2006 book, “Deflecting immigration,” the 1 million immigrants have in place countries such as Iowa, with little wage laws applied.
Cracking on wages U-economic would also be an increase in revenue for the state budget Iowa. The state would collect millions of dollars in unpaid work of unemployment insurance, workers and comp-underreport taxes on business profits, wages to be paid or the failure of all misclassifying employees as an entrepreneur independent. A recent Sweep in New York State 2078 found that the employer failed to bring $ 19 million in salaries to the State by misclassification of their employees, in order to avoid $ 1 million in unemployment insurance , payments alone.
Workers and employers who suffer, if bottom-feeding businesses against wage laws and get a bump on the wrist. ASS 3286 promises not only to increase the wages of all workers, but also to strengthen the rule of income Iowa - without scapegoating migrant workers, including the victims of scofflaw employers.
